On June 15, 2013 in Petropavlovsk in the history of Military institute of Internal troops of the Ministry of Internal Affairs of the Republic of Kazakhstan the takes place the significant event – the first international graduation of officers. In a festive atmosphere the primary officer rank – «lieutenant» and diplomas about the Higher Education Institution completion, together with the Kazakhstan graduates were gained by eight representatives of the Kyrgyz Republic and ten from the Republic of Tajikistan. The feature of present graduation is also in the number of graduates that surpasses all previous from the moment of formation of educational institution.
In the ceremony of investiture of the officer shoulder strap took part: the Commander-in-chief of Internal troops of the Ministry of Internal Affairs of the Republic of Kazakhstan the general – major Zhaksylykov Ruslan Fatikhovich, the first deputy of the governor of the North Kazakhstan area Saparov Aydarbek Seypellovich, the First Deputy Commander – the chief of a staff of Internal troops of the Ministry of Internal Affairs of the Kyrgyz Republic colonel Amanaliyev Bolot Akmatbekovich and the deputy commander of the Internal troops of the Ministry of Internal Affairs of the Republic of Tajikistan on combat training lieutenant colonel Dzhabborov Muzaffar Abdusamadovich, the representatives of the Main command of Internal troops, local government bodies, public organizations, the Kyrgyz and Tajik diaspora in NKA, veterans of Internal troops, parents and relatives of graduates.
In the current year the military institute sent 234 officers to armies and other military formations of our republic and neighboring countries, including graduates of the foreign states. 17 of them graduated from the institute with honors, 4 graduates: lieutenants Kuanysh Aytkozhinov, Erbolat Myrzabayev, Aset Kazhkenov, Nurlan Tuteshev graduated with breastplate «For the excellent completion of military higher education institution». Their names will be brought on the Honour roll of Military institute.
Parents and relatives of graduates arrived to this sunny day from all parts of our country, and even from Kyrgyzstan to see how their children became real men. Command and staff of the institute were prepared for the significant event thoroughly. In a threshold of the international graduation of officers on the rehearsal on June 13 on a parade-ground of the institute the national flags of the Republic of Kazakhstan, the Kyrgyz Republic and the Republic of Tajikistan were hoisted. And excellent students, graduates of three states had the right to hoist it. In honor of the international graduation the photo book about activities of higher education institution was published and the breastplates were made which were later handed over to each graduate.
After the Military Banner was carried out the chief of educational institution colonel Zhumabek Ahmetov reported on the Commander-in-chief of Internal troops to major general Ruslan Zhaksylykov on readiness of staff for the investiture of diplomas. Then, the chairman of the state certifying commission, the Deputy Commander-in-chief of Internal troops the general – major Albert Matkarimov finished the commission decision following the results of which all 234 graduates having successfully passed the state examinations, graduated from institute. Then the attention of the gathered quests was grabbed by the orders of the Minister of Internal Affairs of the Republic of Kazakhstan, the Kyrgyz Republic and the Republic of Tajikistan on the assignment to graduates the primary officer rank «lieutenant».
The commander-in-chief of armies major general Ruslan Zhaksylykov and the first deputy of the governor of the North Kazakhstan region Aydarbek Saparov handed over the diplomas to high-achiever graduates, the representatives of command of Internal troops of Kyrgyzstan and Tajikistan to graduates from Kyrgyzstan and Tajikistan.
Then the congratulatory and parting words were told in honor of the 13th graduation. The commander-in-chief of Internal troops Ruslan Zhaksylykov noted in his performance: «You will be the father and the brother and the senior companion to a soldier. You will preserve the rest of peaceful citizens. You will stand together with law-enforcement bodies at a forward boundary of the fight against crime. The service will be difficult. Despite all difficulties you have to be worthy and valorous officers of our Homeland» and cited the words of congratulation of the Minister of Internal Affairs of the Republic of Kazakhstan of the police lieutenant general Kalmukhanbet Kasymov.
Later the wishes and congratulations to graduates sent from the governor of the region by his first deputy Aydarbek Saparov.
The First Deputy Commander – the chief of a staff of Internal troops of the Ministry of Internal Affairs of the Kyrgyz Republic colonel Bolot Amanaliyev expressing the gratitude to the Main command of Internal troops of Kazakhstan for training, noted that graduates chose very difficult, but very honorable profession – the defender of the Fatherland. «And on this hard way you have to show the best qualities» — he added.
The deputy commander Internal troops of the Ministry of Internal Affairs of the Republic of Tajikistan lieutenant colonel Muzaffar Dzhabborov also noted the importance of military science and wished to graduates the wellbeing and faultless service.
The major general of a stock, the veteran of Internal troops Rasheed Fatkullin and mother of the graduate congratulated new lieutenants. Lieutenants Talgat Rispekov, Baktiyar Nurbayev and Bakhtiyor Tuychiboyev who were the current graduates also added their warm wishes.
After that, the right of farewell with the Military Banner of the institute was provided to the owner of a breastplate «For the excellent completion of military higher education institution» to Lieutenant Kuanysh Aytkozhinov. This day became very important event in his life. Not only he did graduate from the institute with honors, but also had honored to say goodbye to the Military Banner that isn’t given to everyone. Besides, Kuanysh, as well as all medalists of present graduation has the right of a future choice of a place of the service. And graduates received the distribution to the most different troops structures of our state. First of all, to the Internal troops, border troops and Republican Guard. 11 lieutenants after special examination received to serve in elite division of Internal troops – in division of the special purpose «Burkit».
After carrying out the military ritual demonstration the performances were shown to the guests by the military personnel of the institute. The flashing performance of the military orchestra and ensemble of drummers of the institute impressed the guests. As always, the box of the cadets, executing front receptions and a parade with carbines headed by sergeant Serik Zakiyev. The soloist of an orchestra of foreman Sabyr Bukirova performed the song “Officers!” Duet of graduates lieutenants Akhat Kusainov and Ulukbek Kenzhebayev sang the song «Alga,kazakh jigitteri! «. The end of the demonstration came to the end with an officer waltz performed by graduates.
During the years of education and formation the Military institute became «smithy» of highly skilled officers of armies of a law and order and makes a big contribution to the performance of the tasks assigned to Internal troops. This is the only military educational institution in the country which is carrying out preparation of officer shots for armies. The educational institution was formed on March 18, 1997. On December 20, 1997 the head of our country Nursultan Nazarbayev personally handed over the Military Banner to institute. Since March, 2009 the educational institution was given the institute status.
On the basis of institute preparation of officers 7 specialties are carried out. Training of cadets is conducted on seven departments. The professional development faculty takes place in the institute where annually the officers and contract servicemen of Internal troops of the Ministry of Internal Affairs of the Republic of Kazakhstan pass the retraining on specialties.
According to intergovernmental contracts since September, 2009 on the basis of military educational institution 10 representatives of Kyrgyzstan and Tajikistan annually seize military specialty on a gratuitous basis.
In sixteen years, including present, the Military institute carried out thirteen graduations, having sent 2280 officers to armies, 198 of them graduated from the institute with honors, 26th graduates with breastplate delivery «For the excellent completion of military higher education institution». Their names are brought on the Honor roll of Military institute.
The institute staff constantly takes part in the military parades dated for the Constitution day of the Republic of Kazakhstan. Cadets of the institute repeatedly become winners and prize-winners of competition of scientific works among the military educational institutions which are carried out in the area of the Ministry of Internal Affairs. Military orchestra of the institute and its soloists are the winners of the republican competition among military orchestras on a prize of the Commander-in-chief of Internal troops of the Ministry of Internal Affairs of the Republic of Kazakhstan. The KVN team of educational institution – the repeated prize-winner of the international and regional game KVN.
More than once the cadets, graduates and the military personnel of institute defended the honor of the republic on the international sports scenes many times. So, the ranks of the world champion in kickboxing in different years won M. Brimzhanov, A.Tnalin, S.Kadyrbekov. The world champion in ADS of Ju-jitsu and hand-to-hand fight is MSMK lieutenant A.Khyrykhbay. The world champion in kettle bell sports among young men cadet D. Kolesnikov, the champion of Europe on «Kazaksha kures» captain M. Nusupov.
In May, 2013 the institute successfully underwent the procedure of certification of MES of the Republic of Kazakhstan.
