Educational and methodical collecting with chiefs of managements of educational and social and legal work of regional commands, deputy commanders of military units on educational and social and legal work of Internal troops of the Ministry of Internal Affairs of the Republic of Kazakhstan is carried out during the period from March 17 to March 20, 2014 on the basis of Military institute and military unit of 6637 of the Internal troops of the Ministry of Internal Affairs of the Republic of Kazakhstan.
On this educational and methodical collecting 36 officers took part, during educational and methodical collecting 25 classes were given. All occupations were saturated and useful in the informative plan as the level of lecturers was very high – classes were given by professors, associate professors, candidates of science. In the first day of occupations after verification and appearance of participants of UMS, the chief of Head department of VISPR of the Main command of Internal troops colonel S. Imirov accepted offsets on professional and official training of officers. Then the deputy of the Commander in Chief of the Internal troops of the Ministry of Internal Affairs of the Republic of Kazakhstan on VISPR the colonel M. Satov gave instructive classes in state and legal preparation on a subject: «About a state and measures for increase of efficiency of educational work in troops, in the light of the Message of the President of the Republic of Kazakhstan to the people of Kazakhstan and implementation of requirements of the Commander in Chief by Internal troops». Later the chief of department of military pedagogics and psychology colonel O. Seytbekov finished on instructor and methodical occupation «A technique of the organization and carrying out Uniform day of information and educational work in part».
After a lunch break of the lessons for participants of Collecting were not less interesting, for example the chief of a cycle of military pedagogics and psychology colonel reserve officer B. Kozhakhmetov finished «The main directions, forms and methods of ideological work on education of the Kazakhstan patriotism and to formation of moral and psychological qualities of the military personnel of Internal troops», and the chief of chair of general education disciplines colonel A. Kaliyev gave instructor classes on a subject: «Oratorical art and scientific technological receptions of belief of people». Extreme occupation in the first day of Collecting was – practical: «The main forms and methods of the organization of cultural and leisure work in part and division. Work of amateur performances of part and division in interests of combat training and an active service» which was seen off by the deputy chief of Military institute on VISPR colonel B. Omarov.
In the first half of the second day participants of collecting were directly involved in the international scientific and practical conference on a subject: «Professional training in Internal troops: development of the theory and improvement of practice». And after lunch participants of UMS stood together with staff of institute on carrying out Day of the Military of institute to which it was executed on March 18, 2014 – 17 years. And after all it is the lower age limit of the entrant wishing to come to our military school. So that we still are in early age and all our high achievements ahead.
In the same day the colonel S. Imirov gave instructor and methodical classes on very topical subject in today’s realities: «Work of the deputy commander of part on VISPR on interaction from mass media and the organization of work of non-staff correspondents». After all not each of them correctly builds work with representatives of mass media, and some didn’t lay also the foundation. I remind many colleagues of speech of the Commander-in-chief of Internal troops of the major general R. Zhaksylykov at opening of the summer educational period of 2013 when he told: «Each officer and furthermore the tutor has to be able to communicate with the press, because, who and when provides primary information, depends a lot of things!». And then the commander-in-chief described an indicative case which occurred in Aktau when the contract serviceman dismissed following the results of certification shot from the traumatic weapon of the officer initiating his dismissal. Then command of a regiment, having taken a waiting attitude, within several days didn’t issue any information for local journalists. Respectively correspondents interpreted this incident in own way if to be presented in negative light more precisely. Though actually the officer was completely right and wasn’t afraid to leave and again to explain to the former serviceman the reason and motives of his dismissal. Nobody could assume that the ex-contract employee will appear such villain that will decide to make seven (!) shots in the acting officer of Internal troops.
I receded a little as really the scope of interaction from mass media, expeditious, as a last resort, timely providing information plays an important role in a rising of image of Internal troops and army in general. Further passed occupation on not less, and maybe on hotter topic: «Work of ZKCh on VISPR on prevention and the prevention of suicide manifestations among the military personnel». The question of this instructor and methodical occupation is particularly acute very much, not only in Armed Forces of the country, but also among the civilian population, especially in the teenage and youth environment. It is so global problem which should be considered in the state scale that I won’t undertake even to undertake it. There was a wish to add only that for participants of collecting classes were given by the psychologist of Military institute lieutenant colonel A. Nurmakhanov.
The third day of Collecting, to be exact early morning began for chiefs of managements VISPR RGK and deputy commanders of parts according to VISPR at Dynamo stadium where they passed tests on physical preparation – ran, did pull-ups. Then occupations moved on base of military unit 6637 where for them finished the following subjects: «The main activities of the deputy commander of part according to VISPR on strengthening of military discipline and a law and order in part» (colonel S. Imirov); «The main methods of individual and educational work with the military personnel» (the deputy chief of VPIP chair colonel D. Elzhanov); «The organization and carrying out general meeting of staff of division for summing up in a month. Technique of the organization of fighting competition in part and division» (commander 6637th colonel A. Zhumakhanov); «A procedure of payments of target indicators and the analysis of a condition of legality and a law and order in part» (the military prosecutor of the Petropavlovsk garrison lieutenant colonel of justice N. Alpysov). After a lunch participants of collecting returned to military school where in club of Military institute at them accepted offset on knowledge of the legislation of RK in the field of religion.
Extreme day of Collecting was marked, that gave command and staff classes on a subject: «A technique of an assessment of a situation and decision-making on the organization of moral and psychological ensuring actions of staff. The documents developed in military unit on the MPO organization at crisis situations», and before summing up, a subject «The receptions and shifts used by destructive forces for psychological impact on security forces and ways of protection against them. The organization and carrying out fighting informing staff» the colonel B. Omarov opened in the model tent town established near a staff.
In the end it would be desirable to tell that educational and methodical collecting with vanguard of educational structures of Internal troops is carried out exemplary is indicative, at very high level. I hope, to participants was what to adopt in the organization of carrying out actions at Military institute. They in turn thanked part organizer in the person of the chief colonel Zh. Akhmetov and personally the commandant of collecting the colonel B. Omarov, having presented valuable presents to military school of Internal troops of the Ministry of Internal Affairs of the Republic of Kazakhstan.
