In 1997 at the Military Institute of Internal Troops of the Ministry of Internal Affairs of the Republic of Kazakhstan was formed the department of social sciences which took an important place in the preparation of future officers. At that time its pedagogical collective was headed by the Colonel, Orlov Valery Mikhaylovich. Nowadays, being in a stock, he still successfully continues his pedagogical activity in the North Kazakhstan state university, actively engaged in patriotic education and professional orientation work among youth.
Later the department was headed by the fighting officer, the soldier internationalist, colonel Altynbekov Shamil Karabayevich, further appointed to a position of the deputy chief of school on study; Colonel Lopatin, Yuriy Alekseyevich, the deserved veteran of internal troops; Colonel Tashibayev, Zhomart Kairgeldayevich who has continued service at a position of head of department VISPR of the Committee of the Internal troops; Colonel Kukharev, Alexander Georgiyevich, Lieutenant Colonel Yelzhanov, Dyuysembek Shakhmanovich who still continues his pedagogical activity.
At an initial stage of the formation of the department, its traditions, accumulation of teaching and educational and methodical baggage of knowledge, improvement of educational material resources the following officers, employees, teachers made an essential contribution: A.S.Mukhamedzhanov, E.S.Bakenov (since 2003 the deputy chief of department), Zhanabayeva, A.S.Musyrman, Z.Z.Sarsembayev, S.U.Bayakhmetov, A.T.Apenov, etc.
Since 1999 new vigorous teachers join the structure of department with the experience of service in armies, law enforcement agencies and works in higher educational institutions: Dyusembin appointed to a position of the deputy chief of the department, Alefirov K.G. Toguzbayev S.U., K.K.Esimzhanov, A.A.Benke, P.P. Begishev.
In 2001 the department has got the graduates, the first set of cadets are taken in team-tactical educational and social-legal work. During this period the department replenished with skilled officers-instructors with colonels of a stock F.K.Davletgireev, B.M. Yashkin, lieutenant colonels A.G.Kukharev, O.L.Safonov, S.B.Shagirov, P.P. Imanbayeva, D.S. Altynbekov, they considerably recovered department’s life. During this period for the purpose of strengthening the military and pedagogical orientation of training of cadets the hours of training on military pedagogics, military psychology were increased, the following subjects were implemented — psychology of military management, the rhetorician.
In order to pass the further service the officers with rich baggage of knowledge and experience of pedagogical and psychological work arrived to the department— colonel Frantsov V.A. lieutenant colonel B.T.Kozhakhmetov, S.V.Novikov, senior lieutenant A.P.Aksyonov, lieutenant A.M.Karaguyshiyeva.
In 2007 the department of social sciences was reorganized and renamed into the department of military and pedagogical and social sciences. Three cycles are created: educational and social and legal work, military pedagogics and psychology, social sciences. This period was marked by preparation of future military experts in a state language. The department replenished with skilled officers: lieutenant colonel Seytbekov O.Z. having fighting service experience on the Tajik-Afghan border, major G.Z.Bauberikov. The teachers of a military psychology E.Z.Ahmetova, A.D.Urozolimov started their proffessional experience.
Since this period the department got new impulse. Colonel O.L.Safonov, lieutenant colonel A.K.Kaliyev successfully completed their scientific works. Major G.Z.Bauberikov, lieutenant E.Z.Ahmetova also completed their pre-defense of the dissertation, being at the same time the authors of more than twenty scientific articles on moral and psychological providing of armies, they organized the pedagogical process in the higher military school.
Major A.P.Akseknov, lieutenant N. A.Kolesnikov defended master dissertations. There was a good tradition of a carrying out scientific-theoretical and scientific and practical seminars on topical issues of activity of armies, the organization of teaching and educational process in Military Instutute.
The main part of staff has a considerable experience in the organization of educational work in armies. Officers — colonel A.G.Kukharev, lieutenant colonels D.S. Elzhanov, O.Z.Seytbekov, major G.Z.Bauberikov served in positions of deputies of the commanders of connection on VISPR, in structures of VISPR — colonels B.T.Kozhakhmetov, O.L.Safonov, the colonel of a stock A.I.Mityaev, lieutenant colonel S. U.Toguzbayev.
Close relation with management of VSPR of Committee of Internal troops is established, the department actively participates in the development of methodical grants for armies, offers in normative documents on the organization of educational work. It allowed to give a practical orientation in preparation of cadets. Colonel A.K.Kaliyev, lieutenant E.Zh.Akhmetova prepared manuals on the organization of pedagogical process in MI, by colonel O. L.Safonov — on stories of internal troops of the Republic of Kazakhstan, lieutenant colonel O. Z.Seytbekov — on the organization of educational and social and legal work in armies, lieutenant colonel D.S. Elzhanov — on military pedagogics, majors G. Bauberikov and A.Aksenov — on military psychology which are of great importance not only in the organization of educational process, but also in practical activities of officers.
Teachers of department released a number of textbooks and manuals which are successfully used in pedagogical process. The best teachers and methodologists of the institute are Colonel D.S. Elzhanov and Major of P.P. Imanbayeva.
The pride of the department is its graduates: A.Tnalin, the world champion in kickboxing, N. Tulegen, the winner in the nomination ‘The best cadet of the year 2010’, M. Mukayev, who graduated from the institute with honors.
In August, 2012 a huge change was made to the structure of the department, and it was renamed into the department of military pedagogics and psychology. The department consists of two cycles: military pedagogics and psychology, educational and social and legal work.
At present the department is headed by the lieutenant colonel Seytbekov O.Z.
The group of teachers of the department is the major link in the organization of teaching and educational process at institute which distinguishes creative search, responsibility and interest in the results of training and education, focus and commitment.
